How to Start Phantom Liberty
There are two main ways to begin the expansion.

How the Tower Ending Changes the Base Game
The Tower is not just a Phantom Liberty coda — it is a full ending option for the base game, permanently unlocked for that save once Reed and Songbird both survive. When you reach the ending conversation at Nocturne OP55N1, an extra choice sits alongside the standard options in the endings list.
- The option appears at the base game's point of no return: V can take Reed's cure instead of pursuing the standard endings.
- Lockout warning: from the moment you start Who Wants To Live Forever, all unfinished jobs and activities are locked until the credits roll. Clear your log first.
- You can refuse the cure — the standard endings stay open, and some guides count that refusal as a fifth Phantom Liberty outcome.
- It is the only base-game ending that requires owning Phantom Liberty.

The Relic Skill Tree, Explained
Early in the story Songbird overclocks the Relic in V's head, adding a Relic tab to the character menu. Relic points are their own currency — they never come from leveling up. The story hands you 6 (three when the tree unlocks, three more during Birds With Broken Wings) and the 9 Militech Data Terminals in Dogtown provide the rest: 15 points total, exactly enough to buy every node.

Level Cap 60: PL Progression Perks
Update 2.0 is free, but the raised level cap is not — base-game players stop at level 50, while Phantom Liberty owners keep going to 60. Those ten levels translate directly into build budget.
